We would have to put strict requirements on how any character set that was
used would be handled. This means that we must limit the character sets to
ones that have been vetted. This *might* work, except that if people use an
unacceptable character set (and we have *lots* of examples where folks have
done this in the past) then all hell breaks loose. Some people can resolve
those names, others can't.
I don't think the DNS community is going to buy into this kind of
flexibility with the possible downsides unless we prove that it is
absolutely needed. And we don't have that proof; in fact, we have proof of
the opposite (even though some people don't like the solution).
