Normalizing Case Mapping
Listening in on various discussions for other standards, it has become clear
to me that as well as locking down normalization for canonical/compatibility
composition/decomposition, we also need to lock down a standard default case
mapping. While differences between languages make it impossible to do
precisely the right thing for each one, there are too many systems that are
dependent on a well-defined language-independent case folding: domain names,
for one!
The steps I think we need to take are to
- review again carefully the CaseFolding.txt file (see
http://www.unicode.org/unicode/reports/tr21/#Caseless Matching)
- make any necessary alterations after discussion
- and eventually make that a normative default mapping as part of a specified
version of the standard.
There are three interesting cases to discuss: es-zed, final-sigma, and
dotless-i. I will follow up with other messages after I get back from a long
weekend.

Arnold, Lisa: can you put this on the agenda?
