Definitly _NO_ as the domain part is used not only in the DNS
protocol but also in the various application protocols that exist,
such as SMTP and HTTP. The nameprep have to be done on a higher level
than in the resolver.
If your point was that the operating system (standard libraries or
wherever) should have such a conversion routine which should be
called by any program when using IDN domain names wherever, yes, I
agree with you.
