I think this working group should be the one that reviews the proposal for
what is loosely termed "the IDN protocol" (IDNA or something very like it)
before sending it to IETF-wide Last Call.
The work of specifying how (and if) SMTP, NNTP, SNMP and so on and so forth
make special efforts to deal with the IDN-ized DNS names is obviously a
task for the relevant working groups, most of which are in the Applications
area.
I would like to encourage the authors of the IDNA document to update that
document to be consistent with the design team report and submit it to the
working group as a proposal for this WG's final output.
