Brian W. Spolarich says that ``in most cases'' the IDN work can happen
``completely in the resolver layer.''
For the record: My ACE upgrade list in http://cr.yp.to/proto/idn.html
takes this idea into account. It explicitly assumes that the argument to
gethostbyname() is in UTF-8. ACE conversion is needed in gethostbyname()
but not in applications that merely call gethostbyname().
But the list is still very long, because there are many other uses of
names. For example, DNS servers and SMTP servers and web servers need to
be upgraded for ACE, so that they can compare incoming ACE names to
UTF-8 names in configuration files.
