no real argument about general direction.  my point is that users who 
have an investment in existing tools and existing files using other
charsets  may not follow that lead as quickly as some imagine.   

MIME has been the obvious direction for email for about ten years, and 
it's amazing how many people are still using user agents that don't 
support it.
