Paul, I'm not sure I see this as anything other than the result of trying to
extend the codepage-based world beyond its useful boundaries. Isn't this what
Unicode-ISO/IEC 10646-1 is all about?
Using data in a codepage-based CES outside of that environment is going to
yield mixed results at best, and very poor results in some contexts. This
should encourage users to migrate to Unicode-based systems and increase
pressure on software vendors to implement and improve such support in their
systems.
Or am I being naive?
