   Registrar: A person or entity that, via contract with Domain Holders
   and a Registry, provides front-end domain name registration services
   to registrants, providing a public interface to registry services.

Not in the sense of the draft-ietf-provreg-dn-defn-00.txt. In the foo.bar
SLD you may of course import some of the sense of the above (and related)
terms, modify them to your _local_ operational art, and decide that you
are both the (unique) registrar for foo.bar, and the registry operator of
the foo.bar SLD.
