Excuse me. I can't find requirement-05 using the URL you provided now.
From www.i-d-n.net  and http://www.ietf.org/html.charters/idn-charter.html and
http://search.ietf.org/search/brokers/internet-drafts/query.html , I just found the requirements-04.
Maybe my problem and bored you. Where is the requirement-05?
