and this is why I suggested that the group consider agreeing to work
on a native UTF-8 protocol, after getting IDNA out the door - as a
compromise for those who are concerned that we will be stuck with
ACE forever. we can't go to utf8 everywhere immediately, but we can
at least make it easier for new applications to use native utf-8,
and for old applications to migrate when they can work out the details.
