I doubt that we have consensus that this is "the" long-term solution,
i.e. that UTF-8 will completely replace ACE in finite time.
(If/when it does happen, I expect it will happen because DNS itself
is replaced...but I don't think we are even close to ready to touch that)
I suspect we are closer to consensus that we can have a way to
use UTF-8 on the wire in DNS queries and responses. Though I cannot
justify it on a purely technical basis due to transition issues (it's
hard to imagine the circumstances where a UTF-8 query will be more
reliable than, and as fast as, an ACE query), to me it would be worth
it to agree to define a UTF-8 query option if it allows us to move forward.
