[idn] time to consider average han/hangul domains
Now that we have many useful ACE alternatives to overcome
"15 han letters barrier",
it is time for us to consider the reducing length of ACE labels for
AVERAGE han/hangul domains.
As the next example shows,
LDUDE produces 15 chars ace labels for a 9-letter hangul domain.
9 letters Han/Hangeul domains are very common.
