The fact that a few people have expressed the concern without ever 
giving any evidence for it is not "undeniable". So far, there has 
been *no* evidence that a 15-character limit would restrict names 
that would be used for a significant number of real-live, 
actually-used host names. If you have any evidence to the contrary 
(that is, names that would actually be used in DNS names), please say 
so ASAP.

The concerns have all been for companies that want to register their 
legal names. Well, the DNS will *never* allow all the companies that 
want their legal names to do so. In the United States and throughout 
Europe, legal company names include spaces, commas, periods, 
apostrophes, ampersands, and so on. Those are not going to be allowed 
in IDN names, so those companies will not be able to register their 
legal names.
