#1 and #2 are correct, theoretically but not practically.  That is, it is 
valid to claim that one string being a single character shorter than 
another character can save resources.  However practical system behavior 
will show no measurable difference between the two.

In fact there is a very strong argument which says that packet- or 
datagram-oriented systems are entirely dominated by the overhead of 
processing a data segment, rather than the length of the segment.
