The destinction between resolver and (authoritative) nameserver is not as
sharp as might seems. In fact, the responses from both are the same,
except for the aa flag. Often, an nameserver is used for both types of
services, typically authoritative for the local domain and resolver for
the local net. If ACE is used for IDN, then both resolvers and
authoritative servers must give respones with the same encoding.
