ACE and NAT are completely orthogonal, so comparisons are almost meaningless.
Even as analogy it doesn't fit - e.g. ACE is end-to-end and applications that
need to know about it are aware of it, while NAT corrupts data in midstream
without the endpoints' awareness or consent.
As to the second question, the burden is on you to explain why widely used
applications should break because of a few folks' instistence on using UTF-8.
To break these applications for the sake of preserving compatibility for a
relatively few people who have been violating the protocols is simply insane.
It's more far important to maintain operation of services that are standardized
and widespread, than it is to maintain operation of services that are nonstandard
and in limited use.
