Adam - Some people working on UTF-8 standards (or trying to suggest
such work) have been told that this would not be possible to happen
in this WG. Nobody on the ACE side has been told thus. This is quite
asymmetric.

Another aspect where the situation is not symmetric is that
on the ACE side, there is disagreement about which ACE to take,
but everybody agrees with IDNA, because there is really not that
much to it. On the UTF-8 side, it's clear what UTF-8 is, but
there are a wide range of options of how to flag it (from
'just send' to 'new class'). I.e. the decision tree looks
quite different on each side. This makes it much more difficult
for any specific UTF-8 proposal to gather consensus. On the ACE
side, the fact that there is about the same disagreement as to
what ACE to take as there is as to what UTF-8 flagging is best
is just hidden behind IDNA.
