will you *PLEASE* stop making bogus assertions like this?

in most cases, it's simply not feasible to separate the use of IDNs from 
the use of ASCII DNS names and negotiate or convert at the boundaries.

for instance, in the particular case of email, we tried that with 
8-bit-SMTP and it failed miserably.
