Eric,

As in our earlier (offline) conversation about use of TCP
options to negotiate the use of alternate character sets, it is
clear that our assumptions and experience are enough different
that we are not communicating well and, more important, unlikely
to convince each other of anything.   I see the landscape
differently than you do.  I have a certain amount of experience,
with and in major ISPs, that conditions my vision.   You can
reasonably disagree with either the value of my experience or my
conclusions (as I disagree with your conclusions).  But even
categorizing my experience and/or conclusions as "specious" is,
IMO, probably a little much.
