DNS does not have to move first.

Assertion:  Very few applications/protocols interact with DNS directly;
the vast majority go through a resolver.

Consequence:  Most applications/protocols, while they might be
influenced by the presence or absence of a resolver API that supports
UTF-8, have no way to know (and hence no reason to care) whether the
resolver and DNS server communicate using ACE or EDNS/UTF-8.

Do you doubt the assertion?  Do you doubt that the consequence follows
from the assertion?

If you want to work on extending DNS, then do so.  You don't need to
sell us on the urgency or importance.
