If I may comment on your statement of benefits:

A) Using the sole, or dominant encoding used for data accessible via http
(or ftp, or telnet, or ...) as a means of selecting which encoding to use
for the dns label associated with the data (or endpoint from which the data
may be accessed) is only one of many "guides for implementors" (or in this
case, for site encoding and label selection), and

B) Equivalence classes (or duplicate A records or ... ) for labels is more
interesting when mechanism details are offered, both for the "equivalence"
offered, and for the reservation algorithm(s) employed.

Please do comment on the drafts by Lee and Deng.
