ZWNJ already is in the Mapped Out list
(draft-ietf-idn-nameprep-05.txt section 3.3).

A related question is whether names that are returned in reverse lookups have
to be nameprepped. If they don't, then they can include ZWNJ, uppercase,
national digit shapes, and similar presentation differences. If they do, then
such differences would be lost. (I'm talking here about queries by "new"
applications that can handle an arbitrary Unicode response to a reverse lookup.
For "old" applications that get an ACE response, it's desirable that there
should only be one form of the ACE name for a given equivalence class of
Unicode names.)

I don't think it's a big deal because the results of reverse lookups aren't
seen very often by users, but I'm coming round to the view that they shouldn't
need to be nameprepped (although they must still satisfy the validity rules,
obviously). This is still far less important than other considerations when
choosing a proposal, though.
