I should have been more specific. I was thinking in terms of
resolution, not registration.
I just think it could be confusing if each TLD makes up their own rules
regarding resolution.
i.e. <TC>.tld1 may-or-may-not-be-equivalent-to <SC>.tld1
but <TC>.tld2 is-always-equivalent-to <SC>.tld2
