In my mind, the choice of mechanism used to keep the RRsets equivalent for
the sets of equivalent labels is up to the maintainer of the zone.
Of course, if the maintainer of the zone uses DNSsec, that will influence
the choice.
Doing a mapping on the fly might be attractive for some zones that
did not use DNSsec. But I wouldn't specify such a mechanism as part
of the standard.
