I am not sure either but there seems to be a need for common rules that
would apply to the whole domain name, and not the hostname/label which is
what IDN works on. A common example is the need to map U+3002 IDEOGRAPHIC
FULL STOP (and others like U+FF0E FULLWIDTH FULL STOP) to U+002E FULL STOP
which is the only label separator.

Pretty sure it's not a CNAME but the end result of Nameprep. Its "canonical"
as reduced to its "canonical form" which is (according to Merriam-Webster)
"the simplest form of something," an internationalized DNS label in our
case.
