I found the following on a page maintained by Clive Feather.  Hope this helps.

"The two letter codes AA, QM to QZ, XA to XZ, and ZZ, all three letter codes 
beginning with those pairs, and numeric codes beginning 9, are available for 
individual use and will not be allocated to countries. The codes OO, OOO, and 
000 are designated for use as 'escape codes' to indicate that additional 
codes are being used."
