The management of this document has been problematic, and the editors are
non-responsive to requests for modification -- the "Intended Scope" section
retains its ACE recommendation -- this appears to be an article of religious
conviction.

I don't think the existing requirements document must be abandoned, but it
must be edited by editors who are _editors_ before it leaves this WG or its
valu is limited.

I've made process suggestions to the editors, without comment or reply, to
the co-chairs (some overlap), and to the ADs and the TA.
