Folks,

A requirements document needs to specify requirements, not solutions.  It 
is not for the purpose of choosing a technology.  It is for the purpose of 
specifying the functions that a technology must provide.

A requirements document that crosses over into making specific technical 
recommendations is LESS useful, not More.  It is creating an opportunity 
for controversy.
