14651 just doesn't help at all. I think you already said so in
another mail. Sorting and compression are totally different
problems. [Well, except for the Burrows-Wheeler-Transform,
which uses sorting for compression, but doesn't care about
the sorting order used and only compresses long files,
see http://dogma.net/markn/articles/bwt/bwt.htm.] Also,
the algorithm contains a lot of details to work with
various alphabetic sort orders, but leaves Hangul
(which is already in the right order) and Han
(where there are many different orderings) just the
way they are.
