For example, if you register a two-char Chinese domain name
in one of the four combinations: SC-SC, SC-TC, TC-SC, and
TC-TC, the other three combinations will be reserved to
prevent confusion and dispute in the future.

I'm not so sure whether my explanation can answer your
question. WARNING: I do not know the policies
thoroughly. Just for your reference.
