As illustrated, such a specification would preclude all of the current
proposals before this WG. The only way that any current proposals would
conform to such a requirement would be to completely emasculate them so
that they only provided guidance on the precise task of encoding and
decoding label data, but left all such usages (including display and zone
management) to other documents from other WGs.
