This is contradicted by the BNF syntax in the same document:

      <hname> ::= <name>*["."<name>]
      <name>  ::= <let>[*[<let-or-digit-or-hyphen>]<let-or-digit>]

The best thing to do at this point about the above sentence in 952
appears to be simply to ignore it, AFAICS.
