It is not fallen apart at all.  It is what I am arguing for.  
Here was my example:

zh-china/mo-mongolian/ja-japan.com  as the DNS ACE form,

with IDN form:
<HAN characters>/<mongolian characters>/<kana kana Kanji>.com
