To put my money where my mouth is, here is my contribution to wrapping
this up ASAP:

It has become obvious that to re-write this requirement document at
this stage truly means that this requirement document has no practical
purpose... but is for formalities only.  If infact we are re-writing
this document for fomalities, then it would make sense to strip it
down to its bare minimum.  Such a document will be easy to write and
will be easily agreed by everyone (since there is nothing to disagree
with).
