If you by DNS only consider the transport in DNS packets, DNS can handle
any 8 bit codes. Only ASCII characters are defined, which means that high
octetts are are undefined.

If you by DNS include host name restrictions, restrictions in other
protocols, current usage and display, the set of allowed characters is far
more restricted.

My conclusion is that DNS is not 8 bit clean. One problem of DNS is that
the defintion of the protocol is strict, and that the usage has not been
reflected into the protocol.
