Greetings again. This version of the document (hopefully) addresses 
the issues that Erik Nordmark, our Area Director, brought up after 
the WG last call. It clarifies some of the topics that we in the 
Working Group didn't notice were not covered well, and there is much 
more overview material in the document.

There is one significant technical change in the document: it now 
specifies how to break up a domain name into labels. Earlier drafts 
said that this had to be done before using ToASCII and ToUnicode, but 
didn't say how to do it. IDNA now lists the full-stop characters that 
are used to break up a name.
