The problem seem to be that there are no official mapping tables
between legacy encodings and Unicode. So each implementator can in
theory chose whatever mapping tables she wishes, and change it every
other day as well. In practice, implementator will pick a table they
find on the net. Question is if this is sufficient or not, are all
mapping tables "on the net" consistent and non-evolving?

Setting "Mail-Copies-To: never" helps.
