Formally, it is how ASN.1 works since the Integer32 definition has a
range associated with it.

>From a modeling point of view, I believe we should have Integer32 and
Enumeration to clearly separate the two concepts. In other words, I
prefer to read INTEGER as Enumeration in SMIv2 MIBs. ;-)
