MIB Boiler-plate



As you rpobably all know, the RFC-Editor wants the references
section to be split in normative and informative references.

For all MIB documents, we have a sort of boilerplate text,
and that does not yet split the references as requested.

The proposal below has been suggested by Randy Presuhn, Andy Bierman
and maybe others. I think it makes sense. Comments asap to this
list please.

I was sort of waiting till we have the updates to the documents
Remember, 1905/6/7, 2570-2575 will soon get new RFC numbers
and most of it will then be at STD level.
