normative/informative references in MIB boilerplate

Dear editor of the boilerplate for IETF MIBs,

When writing a MIB mudule for robust header compression,
I was asked by the ROHC WG chairs to separate normative and
informative references.  I can do so for the ROHC specific
references, but I am not sure about the references in the
boilerplate.  

Is there a version of the boilerplate showing this separation?
  
Or do you consider all referneces to be normative for MIBs?
