In order to match what is in RFC 3418 (and also in the first paragraph
of the boilerplate) the title should read:

% 1.  The Internet-Standard Management Framework

(i.e., s/Internet Standard/Internet-Standard).

This "STD62," is not present in RFC 3417, RFC 3418, nor in any of the
previous boilerplate proposals.  It should be removed so that the first
paragraph should read like this:

%    Internet-Standard Management Framework, please refer to section 7 of
%    RFC 3410 [RFC3410].

Other than that, the proposal looks OK.
