I know its been discussed in some cases for use to manage/control access in 
cases of limited resources. Not to reserve the bandwidth end to end, but 
used to see if bandwidth is available before allowing access. I believe I 
heard about this from Dave Oran.

I assume this is the case you are referring to and might be applicable in 
the mobile case.
