I do not think it is illegal to use such a construction, but it is one
of the cases where people are just too creative. In particular, this
constructions raises the question what it mean to change the status of
such a non-leaf node. I think the best current practice in the SMIv2
up to now is to not use such creative constructions. Since the SPPI
uses OBJECT IDENTIFIER basically in the same way as the SMIv2, I think
we are better off with applying SMIv2 wisdom here. Perhaps you can ask
the authors/editors why they did things this way and whether they have
a specific reason.
