I think the RECOMMENDED interacts with the SHOULD/MUST to
render the alternatives equivalent.  Particularly when we're talking
about what designers need to consider, I think the difference between
SHOULD and MUST doesn't really matter that much.

Because of how VACM and the SNMP-NOTIFICATION-MIB work,
if there is a desire to support fine-grained access control or filtering
one may need to treat the limit as being well less than 128.
