Sounds good, but I suggest adding "(for IETF standards-track
MIB modules)" immediately after "SHOULD". Even though
this is arguably covered by the intro material, there have been
enough problems due to applications that assume everything
SNMP is somewhere in the 1.3 space, despite the lack of
anything in the standards to support such a limitation.
