Yes.

If so, then the same is true of almost every
recently-published RFC.  The Acknowledgement
section is boilerplate that always appears
at the end of the Full Copyright Statement.
I guess it does not need to be present in
an I-D but it will be added by the RFC Editor
if it isn't.
