I think we came to that conclusion when we did the update to RFC 1907,
as indicated in Mike's message. Including a deprecated OBJECT-GROUP in
a MODULE-COMPLIANCE statement would make me wonder why the group
(or the objects in it) had been deprecated in the first place.
