I had a quick look at the TE MIB several months ago and I think I asked
questions quite similar to Dave's questions. The notion of a tunnel that
ends somewhere in an AS and thus the tunnel endpoint is an AS number
sounded rather strange to me. (I got involved because InetAddress
issues I think at that time and I did not agree to have an
InetAddressType of for AS numbers.)

The problem here is more a process issue - we never got the right people
to talk to each other face to face in a constructive mood to find out
what these traffic engineering MIBs try to accomplish and how they fit
into the world of existing MIBs. So things just hang around and cause
trouble whenever they hit another MIB doctor.
