Volunteer MIB Dcotor: Dynamic Host Configuration Protocol for IPv 4 (DHCPv4) Server MIB' to Proposed Standard

This one went out for IETF Last Call before we had a MIB Doctor review.
Now Glenn Waters is co-author, so we expect it to be in good shape.

Nevertheless, a good MIB Doctor check never hurst.

consider the following document:
