Illegal MODULE-IDENTITY value assignments in draft PWE3 MIB Modules

I notice that each of the following draft PWE3 MIB modules

uses a top-level that has been misappropriated from the experimental
subtree (i.e., one that has not been assigned by the IANA).  Not
nice.  Seems to me that this WG could use some education.  Yes, I
know, there is a link to the MIB review guidelines on the WG chairs
web page, but it does not seem to have much effect ...
